Article 1, Section 2 of the Constitution provides for both the minimum and maximum sizes for the House of Representatives. The number of voting Representatives is now fixed at 435, proportionally representing the population of the fifty states in the United States of America. Congress has the power to regulate the size of the House of Representatives, and the size of the House has varied through the years due to the admission of new states and reapportionment following a census. The House of Representatives began with sixty-five members.
