  2. A person with great power; an autocrat
  3. An appointed official tasked to regulate or oversee a specific area
    Mr Hellawell, the former Chief Constable of West Yorkshire, was appointed 'Drugs Tsar' by the Prime Minister in October, 1997. [1]
