Arnold Joseph Toynbee CH (April 14, 1889 – October 22, 1975) was a British historian whose twelve-volume analysis of the rise and fall of civilizations, A Study of History, 1934-1961, was a synthesis of world history, a metahistory based on universal rhythms of rise, flowering and decline, which examined history from a global perspective.

Biography

Toynbee was the nephew of the economic historian Arnold Toynbee, with whom he is sometimes confused. Born in London, Arnold J. was educated at Winchester College and Balliol College, Oxford. He began his teaching career as a fellow of Balliol College in 1912, and thereafter held positions at King's College London (as Professor of Modern Greek and Byzantine History), the London School of Economics and the Royal Institute of International Affairs (RIIA) in Chatham House. He was Director of Studies at the RIIA between 1925 and 1955.

He worked for the Intelligence department of the British Foreign Office during World War I and served as a delegate to the Paris Peace Conference in 1919. With his research assistant, Veronica M. Boulter, who was to become his second wife, he was co-editor of the RIIA's annual Survey of International Affairs. In 1936 Toynbee was received in the Reichskanzlei by Adolf Hitler (cf. Acquaintances). During World War II, he again worked for the Foreign Office and attended the postwar peace talks.

His first marriage was to Rosalind Murray (1890-1967), daughter of Gilbert Murray, in 1913; they had three sons, of whom Philip Toynbee was the second. They divorced in 1946; Arnold then married Boulter in the same year.

Toynbee's ideas and approach to history

Toynbee's approach may be compared to the one used by Oswald Spengler in The Decline of the West. He rejected, however, Spengler's deterministic view that civilizations rise and fall according to a natural and inevitable cycle.

Toynbee presented history as the rise and fall of civilizations, rather than the history of nation-states or of ethnic groups. He identified civilizations according to cultural rather than national criteria. Thus, the "Western Civilization," comprising all the nations that have existed in Western Europe since the collapse of the Roman Empire, was treated as a whole, and distinguished from both the "Orthodox" civilization of Russia and the Balkans, and from the Greco-Roman civilization that preceded it.

With the civilizations as units identified, he presented the history of each in terms of challenge-and-response. Civilizations arose in response to some set of challenges of extreme difficulty, when "creative minorities" devised solutions that reoriented their entire society. Challenges and responses were physical, as when the Sumerians exploited the intractable swamps of southern Iraq by organizing the Neolithic inhabitants into a society capable of carrying out large-scale irrigation projects; or social, as when the Catholic Church resolved the chaos of post-Roman Europe by enrolling the new Germanic kingdoms in a single religious community. When a civilization responds to challenges, it grows. When it fails to respond to a challenge, it enters its period of decline. Toynbee argued that "Civilizations die from suicide, not by murder." For Toynbee, civilizations were not intangible or unalterable machines but a network of social relationships within the border and therefore subject to both wise and unwise decisions they made. If leaders of the civilization did not appease or shut down the internal proletariat or muster an effective military or diplomatic defense against potential invading outside forces, it would fall.

He expressed great admiration for Ibn Khaldun and in particular the Muqaddimah, the preface to Khaldun's own universal history, which notes many systemic biases that intrude on historical analysis via the evidence.

Toynbee had dealt directly with the Palestine Mandate in the British Foreign Office; he wrote in 1968: “All through those 30 years, Britain (admitted) into Palestine, year by year, a quota of Jewish immigrants that varied according to the strength of the respective pressures of the Arabs and Jews at the time. These immigrants could not have come in if they had not been shielded by a British chevaux-de-frise. If Palestine had remained under Ottoman Turkish rule, or if it had become an independent Arab state in 1918, Jewish immigrants would never have been admitted into Palestine in large enough numbers to enable them to overwhelm the Palestinian Arabs in this Arab people's own country. The reason why the State of Israel exists today and why today 1,500,000 Palestinian Arabs are refugees is that, for 30 years, Jewish immigration was imposed on the Palestinian Arabs by British military power until the immigrants were sufficiently numerous and sufficiently well-armed to be able to fend for themselves with tanks and planes of their own. The tragedy in Palestine is not just a local one; it is a tragedy for the world, because it is an injustice that is a menace to the world's peace.”’[2]

A Study of History

A Study of History is the 12-volume magnum opus of British historian Arnold J. Toynbee, finished in 1961. It is the longest written work ever composed in the English language[citation needed]. In it he traces the birth, growth and decay of some 21 to 23 major civilizations in the world. These are: Egyptian, Andean, Sinic, Minoan, Sumeric, Mayan , Indic, Hittite, Hellenic, Western, Orthodox Christian (Russia), Far Eastern (Korea/Japan), Orthodox Christian (main body), Far Eastern (main body), Iranic, Arabic, Hindu, Mexic, Yucatec, and Babylonic. There are four 'abortive civilisations' (Abortive Far Western Christian, Abortive Far Eastern Christian, Abortive Scandinavian , Abortive Syriac) and five 'arrested civilisations' (Polynesian, Eskimo, Nomadic, Ottoman, Spartan); thirty in all.

Toynbee applies his model to each of these civilizations, painstakingly detailing the stages through which they all pass: genesis, growth, time of troubles, universal state, and disintegration.

Genesis

Toynbee argues that "self-determining" civilizations are born (out of more primitive societies), not due to racial or environmental factors, but as a response to challenges, such as hard country, new ground, blows and pressures from other civilizations, and penalizations. He argues that for civilizations to be born, the challenge must be a golden mean; that excessive challenge will crush the civilization, and too little challenge will cause it to stagnate.

He argues that civilizations continue to grow only when they meet one challenge only to be met by another. In 1939 Toynbee wrote 'the challenge of being called upon to create a political world-order, the framework for an economic world-order...now confronts our Modern Western society' [3]. He argues that civilizations develop in different ways due to their different environment and different approaches to the challenges they face. He argues that growth is driven by "Creative Minorities," find solutions to the challenges, which others then follow by example, called mimesis, i.e. mimeing.

Decay

He argues that the breakdown of civilizations is not caused by loss of control over the environment, over the human environment, or attacks from outside. Rather, it comes from the deterioration of the "Creative Minority," which eventually ceases to be creative and degenerates into merely a "Dominant Minority" (who forces the majority to obey without meriting obedience). He argues that creative minorities deteriorate due to a worship of their "former self," by which they become prideful, and fail to adequately address the next challenge they face.

Universal State

He argues that the ultimate sign a civilization has broken down is when the dominant minority forms a "Universal State," which stifles political creativity. He states:

First the Dominant Minority attempts to hold by force—against all right and reason—a position of inherited privilege which it has ceased to merit; and then the Proletariat repays injustice with resentment, fear with hate, and violence with violence when it executes its acts of secession. Yet the whole movement ends in positive acts of creation—and this on the part of all the actors in the tragedy of disintegration. The Dominant Minority creates a universal state, the Internal Proletariat a universal church, and the External Proletariat a bevy of barbarian war-bands.

He argues that, as civilizations decay, they form an "Internal Proletariat" and an "External Proletariat." The Internal protelariat is held in subjugation by the dominant minority inside the civilization, and grows bitter; the external proletariat exists outside the civilization in poverty and chaos, and grows envious. He argues that as civilizations decay, there is a "schism in the body social," whereby:

  • abandon and self-control together replace creativity, and
  • truancy and martyrdom together replace discipleship by the creative minority.

He argues that in this environment, people resort to archaism (idealization of the past), futurism (idealization of the future), detachment (removal of oneself from the realities of a decaying world), and transcendence (meeting the challenges of the decaying civilization with new insight, as a Prophet). He argues that those who Transcend during a period of social decay give birth to a new Church with new and stronger spiritual insights, around which a subsequent civilization may begin to form after the old has died.

Toynbee's use of the word 'church' refers to the collective spiritual bond of a common worship, or the same unity found in some kind of social order.

Predictions

It remains to be seen what will come of the four remaining civilizations of the 21st century: Western civilization, Islamic society, Hindu society, and the Far East. Toynbee argues two possibilities: they might all merge with Western Civilization, or Western civilization might develop a Universal State after its Time of Troubles, decay, and die.

Toynbee wrote, with assistants, the Pre-War Series (covering the years 1920-1938) and the War-Time Series (1938-1946), and contributed introductions to the first two volumes of the Post-War Series (1947-1948 and 1949-1950). His actual contributions varied in extent from year to year.
  • A complementary series, Documents on International Affairs, covering the years 1928-1963, was published by Oxford University Press between 1929 and 1973. Toynbee supervised the compilation of the first of the 1939-1946 volumes, and wrote a preface for both that and the 1947-1948 volume.
